All states worried about surviving first, precondition for all other goals. Conflict is the natural state of the world. States defined by sovereignty- country in control of its own decisions. State is the most important actor in the global system so it is what we should study. Self-help o o o security- or the more capabilities/alliances i have the more insecure you feel, and on a and on spiral o. What is balance of power and why does it happen? sufficiently strong enough to dominate all other states o o o. Security dilemma- one state"s security is inversely correlated to another state"s. Balance of power- equilibrium and stability among competing forces, no one state.
