Under johnson"s control, southern states curbed the freedom of blacks through passage of laws called black codes. Vagrancy laws imposed heavy penalties on unemployed black men, women, and even children. Black suffrage in the south aid"s republican party. Reconstruction act of 1867 divided south into 5 military districts under martial law. 14th amendment adopted in 1868, 15th amendment adopted in 1870. Hiram revels and blanche k. bruce became 1st blacks to serve in senate, bruce. Fourteen blacks served in house of representatives during reconstruction era. Freedman"s bureau established in 1865 to rehabilitate freedman. Sharecropping system enabled southern states to recover quickly. By 1876, republicans only controlled south carolina, florida, and louisiana.
