Public becomes concerned or is indifferent to the wants of the interest group: law made, perceived need/special interest/ demand + favorable social and political conditions (cid:224) mobilization/lobbying by interested parties (cid:224) adoption of the law (cid:224) implementation of law/enforcement (cid:223) challenge of the law.
