Impact Evaluation
Evaluation to measure the impact a policy or program has on defined outcomes measures
Example: a basketball bouncing out of bounds
Process Evaluation (implementation assessment)
A form of program monitoring designed to determine whether the program is delivered as
intended to the targeted recipients
Example: Foster Parent Training Program (Moorman evaluated this program as her job
Outcome Measures
The outcomes are the factors that the program is expected to have affected
For most active labor market policies typical outcomes would be: exit from benefits, entry
to work or training, household income, etc.
Example: positive outcomes from TANF
Example: student exit quizzes (used to see what students learned and retained)
The Eligible Population
Those members of a population who are the target recipients of the program
For voluntary programs the eligible population is usually defined as those eligible to
participate rather than those who do participate
