The rich feel robbed by state government and want a strong central government. Obstacle to creating a strong central government: Everyone is scared that the government will become tyrannical. Republican doesn"t want monarchy, but want a strong central government. He has an idea to keep government from becoming tyrannical. Checks & balances distribute power to 3 branches to avoid tyranny. Executive can only be in power for 8 years so he can"t appoint all judges in judiciary branch. Executive appointees must be approved by the senate. Idea: no one group can control all 3 branches @ one time. For any change to be made, all 13 colonies have to agree and no one ever agrees so the articles of confederation can almost never change. Nationalists have a convention in philadelphia and the purpose was to amend the articles of confederation. When the delegates get there, james madison announces the virginia plan.
