Law that requires any federal agency to give records to any citizen upon request unless it falls under 1 of 9 categories pertaining to national security. Bureaucracy is slow, lots of red tape number of backlogged foia requests increasing as well can"t keep up people get angry. Efforts have been made to improve government performance. Termination: reducing the size of the bureaucracy by eliminating programs. Devolution: delegating programs from federal bureaucracy to state and local governments. But states can"t run deficits, so programs may get cut if the state/local governments can"t afford them. Privatization: involves a formerly public service that is now provided by a private company; government still pays for it but the work is contracted out.
