State insurance exchanges had computer problems in 2013 (harmed initial perceptions of aca) Us supreme court has ruled that most of the aca is constitutional. Social security -- dramatically reduced poverty among the elderly since its inception, considered the most effective antipoverty program in the us. Both are politically strong -- elderly are seen as deserving, not means-tested thus have a larger appeal: middle and upper classes.
