The second question developed to be investigated states “Has the DEA’s 360 Strategy been
effective in deterring the use of opioids in American communities?” There is currently an opioid
epidemic in the United States that people are focused on and fascinated by, making the question
interesting. It is important because it investigates a specific strategy used by the DEA that is
meant to save lives and detter an entire epidemic. Furthermore, the program is being funded by
taxpayers, so the study is essential to determining if their money is being effectively used. The
question is short and direct because it focuses on one specific strategy and simply examines
whether it has met its goals or not. This question is doable because there is a fair amount of
public data published about the “360 strategy” and the information required to answer the
question can be obtained by requesting it from the correct people. There are also numerous
sources that investigate the implications of the strategy in multiple cities in the U.S. There is no
question that the strategy does have an effect on opioid use.
For this research question, the major concepts to be measured include police tactics and
training before program implementation as well as changes in them to determine how the police
have worked to educate, prevent, and treat people to stop drug abuse. It will be important to
follow changes in drug legislation on a federal and local level, as that may influence the program
and/or the data being collected. The last variable would be records of arrests and overdoses in the
area to evaluate how they have changed in areas where the 360 strategy has been implemented.
