Meetings to discuss roles and responses to situations were held regularly to examine what plan
would be most effective during each emergency situation. The Miami Police Department also
reported that these exercises led to changes to their plans because the exercises proved some
methods more effective than others. Furthermore, during the year of their training, the
department also joined many representatives from other agencies that would also play roles in
managing the mass demonstration to allow everyone to train together and be familiar with the
roles of other agencies. This allowed consistency in the plans and also provided a steady
understanding of the guidelines and boundaries. In their training, several scenarios were
deployed, and each law enforcement officer had to figure out their plans by using what they
learned in their training (Herman, 2017, p. 49). In Seattle, the Seattle Police Department
prepared for the 1999 World Trade Organization Ministerial Conference and for training, they
managed to deliver approximately 20,000 personnel hours of mass-demonstration training. They
stated in their report that “…coordinated, multi-agency traffic management proved valuable and
should be continued” (Brown, 2015, p. 452). They also reported that demonstration management
training was extremely helpful in giving guidelines to the officers to use minimum force
necessary and to hold back.
We learn from mistakes and these strategies on how to better the management of
demonstrations come from past mistakes. Therefore, reporting after the demonstration is crucial
in finding ways to improve. By establishing a system to record information and the decisions
allows for proficient management. Reports should include all the decisions made, tactics used,
planning, and mistakes made throughout each phase, beginning from the preparation to the end
