Constitution specifies that the legislature can only meet for a limited period of every other year in odd-numbered years. Members are the lowest paid of all state legislatures. Texas constitution divides power between the 3 branches. Texas has a bicameral legislature consisting of the house of representatives and the senate. State constitution sets limits on what legislature can do.
