A group that should encompass all other social/secondary groups. Reflects the collective political consciousness in society. Seems to be unprejudiced between social groups. A problem in the state is a problem in the moral regulation and collective consciousness in society. Is the executive committee of the ruling class. A human community that monopolizes the legitimate use of violence. An institution that {should} reflects high organization, bureaucracy and rationalization.
