If you negotiate with the taliban but not the afghan government, you are telling the world that you think the taliban is the afghan government (toft talked about this). In the post cold war era it is more difficult to determine interests and objectives of american foreign policy. The strategy of preponderance can"t be maintained post cold war. The changing distribution of power in a us system means the erosion of us dominance. This is basically where you form alliances in order to balance the scales. It is supposed to be anti-hegemony without intervention. For one, many of our threats now are distant and ambiguous. Terrorists are widespread and often their motives are unclear. It"s not as cut and dry as a country saying, we want to invade your land and take your resources. this is difficult for any sort of security strategy to address with accuracy. You also have some concerns with economic power.
