Israel had to reconcile its arab minority, approximately 19-20% of the population, that posed potential security threats. Israel could call upon the legacy of the yishuv, the spur to unity that continued arab hostility o o. Could draw on high levels of external financial support. Benefitted from high educational and technological levels, particularly with jews of european origin. By 1967, israel had succeeded in meeting its main domestic challenges. Between 1949 and 1967, palestinian arabs could not share this same sense of achievement.
