Eec norms have supremacy over national law. French president de gaulle rejects move to majority voting in council and greater independence of the commission. France now refuses to attend any community meetings. In 1966 with the luxemburg accords: an informal agreement allowing any member state to invoke important interests and prevent a council vote. Results in nothing occurring in europe until 1986, only more members joined. 1973: more states join, now has 12 states. Pledge to complete the internal market by 1992.
