Miscalculated whether or not the freedom caucus would go along with the bill. Liberal press is calling this a failure of lobbying, failure of trump"s power to persuade. Repealing obamacare has been part of the republican brand so ryan and trump figured there was no way it wouldn"t pass. Did not think to lobby and persuade interest group, underestimated their power. Trump did not spend much time in the districts and states lobbying on behalf of repeal and replace. Trump seemed kind of unenthusiastic about the bill. Issue of timing, they kind of tried to rush it. Trump and ryan need to make sure they don"t totally alienate the freedom caucus because the need to ensure that they vote to raise the debt ceiling, otherwise we default on our debts. According to spatial model, freedom caucus is irrational. They will vote against policies that they prefer to the status quo.
