● Effects of Electoral College:
○ Helps big states?
■ Winner take all states - win california by 1 vote, get all 55 of electoral college
votes
■ Can become president by winning only 11 states
○ Help small states?
■ Overrepresented (mathematically - compared to big states)
● Electoral - seats in H.O.R + Senate
○ Far more electoral votes per capita (per person)
○ Magnify size of victory
■ Electoral college vote = larger vote, person who wins gets a greater stamp of
approval
● Not compared to popular vote
○ Power to the house
■ If no one wins the majority of electoral college, then it goes to the house of
representatives (president)
● Example: Trump had not won MI/Penn., could’ve had a tie
● 12th amendment - electors 1 vote for president 1 vote for VP
○ Can win popular vote but lose election
○ Another potential effect:
■ Too few competitive states
■ Less “battleground” states
Filibusters Continued:
● Occasionally there are dramatic filibusters but rare
○ Typically just filibuster when they know they are going to lose
