Barrington moore"s thesis: the class that controls modernization determines the regime: the elite that dominates modernization, determines the regime, there are three ways a government of a state can develop after industrialization occurs. First, the landed aristocracy can remain in a position of power despite the rise of a strong middle class and this leads to fascism. Second, the middle class can rise up and supplant the landed aristocracy as the people in control and this leads to democracy.
