The continent of international law: explaining agreement design. Every year, states negotiate, conclude, sign, and give effect to hundreds of new international agreements. In 2013, 500 separate agreements officially entered into force; an additional 248 agreements were modified. To put that figure in perspective, during the four-year period from 2011-2014, the us congress enacted just under 150 laws per year on average. The un is where nations need to register their treaties so that the un can act as a mediating force if the treaty comes into question. In fact, there are just a few of the recurrent problems states face when trying to cooperate. Prof. koremenos research program argues that, when chosen correctly, the detailed institutional design provisions of international law help states confront the multiple tensions inherent in international politics and thereby increase the incidence and robustness of international cooperation. Formal international law is not just a conduit for international cooperation; formal international law advances international cooperation.
