November 27, 2012 Notes 10 Final Exam---December 4 th Prepare and write a response to this question: What is the Relationship between education and development? In your essay you should discuss at least two theoretical perspectives (e.g. modernization theory, human capital theory, dependency theory, etc.? and think through at least two applications of the topic (e.g. globalization, gender, fragility, etc.) There will be no notes, books, computers/phones/Ipad’s allowed Education and Fragility  Fragility:  Fragile state: unstable government, ready to fall  World bank considers, country policy and institutional assessment (CPIA) of 3.2 and below is a fragile state  Pockets of exclusion  The lack of capacity of the state to deliver basic services, economic performance and employment generation  The lack of citizens trust in state institutions  Neglecting the participation of women, youth and minorities  Perceived discrimination association with conflict  More to fragility than state services o Its not an all or nothing  “All happy families resemble one another, each unhappy family is unhappy in its own way.” –Leo Tolstoy  What’s in a label? o Poor countries o 3 world countries o Failed state o Developing countries o Disadvantaged countries  What do these actually mean?  Who gets to apply labels?  Drivers of Fragility o Governance  Inequality in resource allocation  Lack of political will to foster inclusion and tackle marginalization  Lack of trust in government  Problems of capacity o Economy  Youth bulge: when you have a lot of young people and very few older people and very few children  Youth frustration  Unemployment  Static or declining national growth o Cultural  Religious or ethnic tension/internal violent conflict  Militia struggles over land and resources
