Morton kaplans rules of the balance of power. Ex: isis: all states permit defeated or constrained essential nation states to re-enter the system as acceptable role partners or to bring previous irrelevant state within the essential state classi cation. They treat all essential states as respectable partners: these principles dictate how states maintain a balance of power through attempting to increase or maintain their own power, balance of power disregards right and wrong. All that matters is increasing your sides power. And once another nation steals it they are on their way to surpassing your state.
