The kimberley process certification scheme: an innovation in global. Weaknesses of kpcs are weak governments that can"t or won"t enforce the system and smugglers able to exploit loopholes in the system. Organization: pushed strategy of making diamonds a luxury good, not a commodity, supply/distribution of rough diamonds monopolized by de beers in highly structured set of contractual relationships; this began to weaken in 1990s. Creation of kpcs took 3 years from start to finish; 2000 was pivotal in its creation: by 2000, industry leaders realized conflict diamond campaign posed increasing threat to diamond markets as a whole. Transnational activists identified problem that rough diamond trade financed war. World federation of diamond bourses and international diamond. Manufactures association met together in 200 and created the world. Diamond council: wdc developed tracking system for rough diamonds to prevent illicit use, heart of wdc would be industry-designed system that would assure buyers that the rough diamonds they purchased didn"t come from conflict zones.
