Democratic structures (one can design a system that keeps everyone happy) Free institutions are next to impossible in a country, made up of different nationalities (js mill, Tribalism and ethnic division the root causes for the failure of democracy in the newly independent states of africa (arthur lewis, 1967) Democracy operates as a system for managing and processing rather than resolving conflict (adam pszeworski, 1993) Established (very difficult to overthrow) democracies aren"t terribly common, only 36 according to lijphart. More countries than before have been attempting democracy in the past 35 years. Democracies on the rise, authoritarianism is on the decline. Whether or not this is correlation or causation is highly debated. Whether elections produce democrats or just popular warlords is a problem (in places such as afghanistan) Some countries are too weak to hold elections. It might be better to simply entrench dictators that are beneficial instead of pushing democratic elections.
