Every president has a different agenda/set of priorities. Laying out where we"re going and how to get there. Presidents change the way they try to pursue their agenda as the conditions change. Likely to happen when the president confronts a congress that is entirely of the other party. If one house is of the president"s party, they will do most of the blocking, so the president doesn"t have to. President does not want to spend time on this task. President and congress are two different branches. Members of congress are taught to have a sense of institutional loyalty. Worst thing president can do is say take it or leave it . Windows of opportunity - usually closes just before midterm elections.
