Regulated, owned, and improved by government (public works, infrastructure) Ex: highway, community center, public schools, parks, streets, sidewalks, police & fire department Owned and improved by private interests (development) Ex: living conditions caused by crowding and congestion. Depends what you"re building/interest (residential vs. commercial) Shopping malls & commercial centers preferred over farm land. Common ideas of what"s good or bad. Cultural attitudes affect planning, but they differ. Less important than providing for common interest. Planning and development were mostly private and unregulated. Cities attract industry & population (mid-late 1800s) Displacement of poor farmers from agriculture industry. Problems worsens to emergency and resistance to government intervention eases. 700+ acres of private property acquired through govnt eminent domain.
