Helps with transparency for the public and management so they know where the money goes. Focus on what government does rather than what it spends. Outcome= impact, output= what the outcome has given us. Horizontal communication but bureaucracies are more comfortable with vertical communication. Parents get the choice to choose what ever school they want to schools compete to get the most people. Can"t pick which care facility they go to so it forces places to be better. Contract is for one specific job and privatize is making it it"s own thing. Contract- government retains responsibility but hire a private company to do the job but its still a government job. When transaction costs are low, it is a good idea.
