The benefit to be concentrated to their specific interest but the costs to be spread. Based on a clear delineation of authority and programs among levels of government. Pragmatic mix of authority and programs among national, state, and local governments. States role is to respond to federal initiatives. Feds drive welfare policy, urban renewal (oakland project) Expanded into every other level of governance, over shadowed what states where doing. When there"s a conflict, federal laws are above other laws. State/local laws can be more restrictive but not more lenient. State laws are valid as long as they do not conflict with federal laws.
