The ethical action that best protects and respects the rights of those affected by the government action. Basic human rights that all individuals are entitled to. Veil of ignorance- how would you decide if you didn"t know how you personally would be affected by this decision, it would benefit the least advantaged person in the case that you might be that person. Some virtues are absolute and not subject to situations. Ethical behaviors are those that enhance the goals and tenants of the constitution. There should always be a concern for what is the cost. Reveal the value dimensions of decisions that would otherwise seem value- free. Want to be able to defend your decision in public. A special office to hear the complaints of the citizens away from the entity and investigate it.
