The ones who write regulations know exactly what goes into the implementation of these regulations. Listen to one person like listening to a coach. Being on the same page makes things more efficient. Reduce the number of cases to better manage the cases. Specific cases want more attention to their case. Political approach would be that everyone can understand. Bureaucrat would rather standardize procedures, would rather have people following the rules rather than have to understand specific cases. They are going to treat it as different cases.
