What happens after law is passed: assumptions, what is program evaluation. Goals of programs are clearly stated: inherent difficulties, vague/not understood, conflicting, not comprehensively known. There may be consensus but through political compromise, it could be so blurred that no one knows the original law. Can"t completely achieve those goals but can have strategies to help it: symbolic, policy impact, impact (outcomes) vs. output. Spillover effects: some effects that might be inhumane or it should be an exception. Net impact: all benefits minus all costs, common policy evaluation efforts, hearings and reports, site visits, program measures/ evidence based practices. Look at other similar ones and compare to what you"re doing.
