Global participation: global citizenship, citizenship rights and obligations remain bound to nation states in law. There is a global cosmopolitan feel ( active cosmopolitanism ) among people. There is an acknowledgement of the interdependence in the world and global problems. There is no global mechanism for individuals to vote or negotiate legal terms of global agreements/policies. Ngos become the locus on influence ( pressure : practically speaking, international volunteer experiences don"t enhance the notion of global citizenship. Returning volunteers go and return with the same concept of global governance. Some volunteers even return with a more nationalistic focus or more appreciation for their nation. Returning volunteers believe in the efficacy of helping others, but that may not translate into them participating in their own community"s problems. Still, they may have heightened international awareness and may work on international problems: does globalization promote collective action, or, how does globalization affect one"s views of and contributions to the collective good.
