Balances objective and subjective views: they are not exclusive, they are complementary roles, ethical decision making, they focus on key public values. Democracy, public mindedness, prudence, substantive rationality, duty, accountability, autonomy: they aim for aiken"s 3rd level of decision making. Whatever decision making model you use, they"re all the same. The different roles you are like a mother or employee and they"ll pull at you and affect your decision making: public administrators = mediators, real role: To serve superiors, subordinates, the law, elected officials, the public interest. Internal: values, customs, cultures and want to do right thing. External: gives them incentive to do the right thing. Is the role good for this person (from employer point of view), is the role acceptable for me.
