Review of scales of governance: exchange of materials, water, e. Jurisdiction/governance: data, mapping, analysis, urban sustainability must be achieved simultaneously at all nested scales. Global national state/province regional city/local neighborhood state. Individuals pursue their own best interests in society; brings ruin to all. E. g. when farmers try to maximize self-interest by feeding cattle to the max, they exhaust resource (grass) Everyone suffers: aka common pool resource problem. Some resources are very hard to exclude people from (e. g. air, ability of atmosphere to absorb co2) If somebody takes from that resource, the resource is diminished: zero-sum game. Benefits of abusing cpr are often: private, large, in-the-present. Costs of abusing: public, diffuse, in the future: big cpr example: climate change, 2 options. Private property market mechanisms: grasslands/herding example.
