Overwhelms a city"s ability to provide basic services. The connection of urban places to the global system is more important than local differences in a city or country. The way they are incorporated or plugged determines type of economic development and the necessary ways to approach sustainability. Technology changes in waves (kondratieff), in between each is a period of stagnation. Core has control of capital, and the periphery only has its labor to sell. The role of cities is to reproduce the labor that is required to maintain capitalist accumulation. Seeks to explain number, size and location of settlements in an urban system.
