Ex) resolved: that the united states should significantly change its immigration policy. First step - define terms of the proposition. Defined by the affirmative team, presumed to be correct but can be challenged by negative team. Read through literature, keeping in mind what is detrimental about it. Should research what is detrimental and what is beneficial. Third step - remember affirmative has burden of proof, negative has presumption. Most burden falls on the word detrimental. Stock issues - issues that are applicable in every debate. Topicality: does the affirmative team actually debate the resolution? (jurisdiction issue) Voting criteria (how should detriment be determined)
