Fluid can go back in forth between blood vessels & system, same fluid. White blood cells can be in both. Red blood cells only occurs in blood vessel. Reasons for inflammation(one): once the tissues damage blood vessels become leaky and allows fluid to leave the blood vessel and enter the tissue.
