Capable of making decisions that would put the common good first. Virtuous was more likely to exist then not. Never had enough power to be corrupt going into it. If we win, then it"s a sign that it was supposed to work out anyways. Lived off the land by their own rules. Articles of confederation (written in 1777, ratified in 1781) 9/13 states had to agree for new laws. To change the articles, 13/13 had to agree. Just legislative body - nothing got done. New land, now had to figure out what to do with it. Create territories out of the ohio river valley. Claims to land from charters - all fighting. No one gets it, they will all become their own states.
