Before the 2018 midterms, a total of 31 states have legalized medical marijuana, with another 15 states having legalized thc or cbd products for medical marijuana ("state. During the midterm elections, the state of michigan also legalized recreational marijuana and two other states, missouri and utah, legalized medical marijuana (lopez, 2018). The changing dynamic on the legality, perception, and access have drastically impacted policy for every level of public institution, including public universities. While the policy for many states is becoming more liberalized, the trump administration pledged to continue the war on drugs. In an effort spearheaded by attorney general jeff sessions, the trump administration rolled back many of the steps the obama administration took to de-escalate the drug war (lopez, Due to the war on drugs, federal policy on drugs and intoxicants has been extremely strict and immalleable, especially with regards to universities.
