Social security act of 1935: changed the way welfare was implemented in the us, established assistance programs. In exchange for federal funding, state programs had to meet federal guidelines. To run the various public assistance programs. Supervised by a state board of welfare, 3 members appointed by the governor for 6-year terms. Strategy for welfare-policy makers was to minimize the cost of the state while maximizing federal dollars.
