Response: president was allowed much room to operate in executing the joint resolution. Facts: zivotofsky was born in jerusalem to us citizen parents. He wants his passport so say he was born in israel, not jerusalem. The state department still issued his passport as jerusalem. His parents sued the secretary of state on his behalf. Zivotofsky v. clinton reversed that holding and remanded the case. Response: reception clause in article ii of constitution says president has power to recognize foreign states. Article ii grants the president the power to make treaties and appoint ambassadors.
