Not a power of the states before the constitution. The decision is not with the states, it is with the people. Wage freeze imposed by buffalo fiscal stability authority. State subdivision separate from state and fiscal authority signed the contract. No violation unless state"s self-interest rather than general welfare motivated state"s conduct.
