Visibility/immediacy: things that are covered in the media, things that directly affect a lot of people, things that don"t get a lot of visibility or become normal don"t often get a lot of legislative attention. Spillover issues: people get emotional over certain issues and ignore other issues, fear of nuclear power vs health issues of coal power, one gets more attention than the, people focus on certain endangered animals compared to others. If you can attach your issue to an issue with these other properties this is one way to pass it: see: student loan regulations attached to healthcare law, garbage can model. Onenote online: need to be more senior to really try and in uence policy. It can take a while for studies to happen: there"s a lot drive for peer review after the studies which further delays.
