Private interest: pluralism vs. elitism: how do you measure influence, but business interest groups had more impact than mass-based interest groups. Issues that are not always on the agenda they are more likely to get attention if they"re coming from people who are more influential or are better off. Do(cid:374)"t really have a(cid:374)y su(cid:271)sta(cid:374)tive use for the policy. It"s all just attention and publicity, getting attention and concern. Visibility/immediacy: getting congress" attention to work on a policy for it. Unemployment spike will finally get congress" attention.
