Who is the agent: rule/policy adjudicating - judiciary, legal system, to adjudicate if there is conflict among policies, rule/policy enforcing - police, military, once made, given to other institutions to implement. In the event there is conflict amongst policies, an institution will adjudicate, and another will enforce by punishing transgressors: version b - policy focused and corresponds to rule making and implementing of version a. Articulation leads to aggregation and evaluation brings it back to articulation: democracies are largely interested. This is how interests are alternated, diffused and constrained by constitutions (sometimes) , elections and public opinion: express their interests in various constitutional forms. Interest articulation: interests can be articulated through constitutions, elections and public opinion, not everyone does this. Interest aggregation: media, executives to attempt to discern the pattern, a more popular opinion will be more likely to be aggregated or reflected on the policy formulation stage, this isn"t always true.
