Ranking of public opinion in uence would be house, senate, president, and court. However, court has sometimes been responsive to public opinion. They don"t have an army to enforce their rulings. Sometimes, court opinions are ignored, court worries about this. This tends to them making decisions that cannot easily be ignored. Supreme court is reactive, not proactive, needs cases brought to it to make a judgement. Very selective about the cases they choose so they can write opinions they want to write.
