Take away power from individuals and political parties (political machines who controlled cities) and give it to the people/voters. Took the power away from the political parties but put it in the minorities who se ideologies do not match with the people"s. Petition - different methods to figure out how many signatures are needed. 1912 - nebraska had a non partisan, unicameral legislature. No political parties, had to figure out the person"s ideology and what party they are in personally, it was not publicly announced. No apportionment plan or district shall be drawn to favor or disfavor a political party or incumbent. Competitive elections, districts that are closer to 50/50 in apportionment. Can"t know where the incumbents are in the district. If you draw a district with 2 or 3 incumbents in it, then there will be districts without any.
