Evidence suggests a significant risk of skin cancer on animals. Epa decides the pesticide is dangerous, publishes ban notice in the federal. Monsanto decides to contest it, puts objections in the federal register. This all has to sit there for a certain period of time, people can comment. Epa passes a rule saying the pesticide cannot be used on crops for humans.
