Agriculture is highly dependent on weather: rainfall, droughts, floods etc. Poor infrastructure -- no widespread insurance for things like floods or insects. Quality and access to education: good education not accessible to everyone. Working a job for which they are overqualified / doesn"t make them enough money to get it. Not always reliable -- a lot of dropouts. India invests less in its education to begin with.
