Merit based, justified - everyone has the opportunity to get there, some people just choose not to. Disadvantages some people through government policies (or lack of government policies) Small land-owners aren"t able to accumulate capital. Subsidies benefit rich -- things like irrigation and fertilizer subsidization doesn"t do anything for the small farmer. Agricultural technology is expensive, so poor can"t buy to improve productivity etc. Farmers are trapped by low investment, low productivity, weak market orientation -- unequal distribution of water. Agriculture is highly dependent on weather: rainfall, droughts, floods etc. Poor infrastructure -- no widespread insurance for things like floods or insects. Quality and access to education: good education not accessible to everyone. Working a job for which they are overqualified / doesn"t make them enough money to get it. Not always reliable -- a lot of dropouts. India invests less in its education to begin with.
