Obama"s instinct was to try and have it both ways. 75% said the cuts in democracy aid make sense. Democracy is something you have to do yourself; democracy aid seems imperialistic. Hamid"s plans would be stymied by corrupt officials threatened by those plans. Officials either wouldn"t let them do anything, or would be corrupt. Study hint: approach the material in the second half of the course as if you"re running for president and have to say what you"d do in various foreign policy areas (eg, democracy promotion) Not cumulative: you"re not forbidden to mention material from the first half (eg lizza) but your focus should be on individual policy areas considered in the second half of the course.
