Now us & china are getting more interested in getting more legitimacy in the area. Global competition driven by the us. Vietnam does not want it to get bound to us relationship b/c they still have china watching them. Prc"s coming to power why when mao came to power, they didn"t touch macau or hong. Macau policy is not totally derivative but related.
