Speaking clearly, credibility, organization, took into account who the audience is, speed. = when something is the matter about something that matters. A situation is something contingent, something that comes up out of the ordinary, needs to be addressed- not something that can"t be changed/permanent. the situation demands speech. Has control, is a decider, has different levels. The 3 parts: exigence = imperfection marked by urgency, audience = a group of decision makers, constraints = the resources of invention. In any rhetorical situation there will be at least 1 controlling exigence.
